NEW DELHI | SEPTEMBER 9, 2022 – The Global Energy Alliance for People and Planet (GEAPP) announces Shri P.K. Sinha has joined as their non-executive Country Adviser, supporting India’s plans to achieve a rapid and equitable Energy Transition.
This key appointment is a significant milestone for the Alliance to play the most impactful role supporting the people and Government of India with this complex but crucial national imperative. As GEAPP’s Country Adviser for India, Mr. Sinha will support efforts alongside GEAPP’s India team and global management to assist the Government of India to achieve their objectives.
Mr. Sinha, who retired from government in March 2021, after 44 years of continuous service, worked in senior roles in India’s energy ministries and in many major Public Sector Undertakings. He will act as an ambassador for GEAPP and provide strategic guidance in the Alliance’s mission to support India’s energy transition strategy.
“I am delighted to join this innovative Alliance including philanthropy, development, private sector, government and other energy sector organizations, all of whom in collaboration are critical partners in providing enabling and financial capacity to support India’s Energy Transition,” said Mr. Sinha.
GEAPP is expanding its strategy in India with its partners to support multiple aspects of the Transition where it can be additive, including in scaling Distributed Renewable Energy (DRE) solutions such as mini-grids and rooftop solar in hard-to-reach areas, and in catalysing entrepreneurial and MSME demand usage of electricity to improve viability of off-grid business models and to stimulate jobs and livelihoods.

Biography Shri P.K. Sinha
Shri P.K. Sinha joined the Indian Administrative Service in 1977 after completing his Masters in Economics from the Delhi School of Economics in 1976. He had graduated in Economics (Honours) from St. Stephens College, Delhi. While in service, he completed M.Phil in Social Sciences in 1991 and was a Visiting Fellow in University of Oxford during 1999. He has also attended prestigious programmes, such as, on ‘ Mergers and Acquisitions ‘ in University of Stanford and on ‘ Leaders in Development ‘ in Harvard University.
Shri Sinha possesses vast administrative experience and has served at the levels of both Central and State Government. In the formative years, he served in the State of Uttar Pradesh (UP) but has mostly served in the Government of India and rose to the highest position of Cabinet Secretary, the head of civil services. He served as Cabinet Secretary for just over 4 years, before moving to the Prime Minister’s Office as Principal Advisor to the PM. He retired from there in March 2021 after 44 years of continuous service to the nation.
The notable positions he held in UP are District Magistrate, Agra; Vice Chairman, Meerut Development Authority; Additional CEO Greater Noida Authority; Commissioner, Varanasi Division; Secretary, Planning; and Principal Secretary, Irrigation.
By virtue of his experience, he has developed particular expertise in the sectors of Energy, Infrastructure and Finance. In the Government of India, he worked mostly in the Power and Oil & Gas (Petroleum) Ministries. Between these two Ministries, he has worked for about 15 years. Notable positions held in Gov’t of India include Financial Advisor, Petroleum and Natural Gas; Secretary, Ports and Shipping; and Secretary, Power.
